Most High Desert cities set the nighttime noise cutoff at 10 pm. Victorville, Hesperia, Apple Valley and unincorporated San Bernardino County all use 10 pm for amplified sound near homes. Adelanto allows until 10 pm Sunday through Thursday and 11 pm Friday and Saturday, and Adelanto parks also close at 10 pm. Keep amplified sound within the daytime decibel limit before the cutoff as well.
It depends on the city. Victorville allows inflatables only from a vendor insured with the city. Adelanto requires a permit before you place an inflatable in a park. Hesperia requires it tethered with a $1M insurance certificate when part of a permitted event. Apple Valley and county parks do not publish a specific rule, so confirm with the agency first.
A small to medium picnic area runs roughly $40 to $165 in most cities, plus a refundable deposit of $100 to $500. Victorville is $40 to $90 for residents, Hesperia $83 to $165, Adelanto $30 per hour with a two hour minimum, and county shelters at Mojave Narrows $100 to $400. Apple Valley does not publish a picnic fee online.
The attendance trigger varies. Adelanto requires one at 75 people, Apple Valley at 200, Hesperia treats about 500 people or any street closure as a major event, and the county starts at 500. Victorville and the county also require planning permits for public events, vendors, road closures or alcohol. A small private party at a reserved picnic area is usually below these limits.
Spring Valley Lake parks, beaches and the clubhouse are private property of the Spring Valley Lake Association, not public county parks. You have to go through the Association to use them. Oak Hills and Phelan are unincorporated, so county park and permit rules apply there.
